Pavlovsky, Gleb (political scientist)
Prominent Russian political scientist and expert on political technologies
Gleb Pavlovsky studied at history department of the Odessa State University in 1968-1973. In 1974 Pavlovsky was prosecuted by the KGB for distributing of underground copies of Alexander Solzhenitsyn's "Gulag Archipelago" and moved to Moscow after the investigation was over. In 1981 Pavlovsky suggested an idea of creating a "society-authorities" pact as an alternative to the Soviet Union which was entering a phase of decay and ethnic tensions at that time. He also became a co-author of a free Moscow magazine "Poiski" (Searches). In the end, he turned out to be a dubious dissident and a problem for the authorities who were determined to solve all problems. Pavlovsky was arrested for publishing the Poiski magazine in April 1982, eighteen months after the publication was shut down by the Soviet authorities.
Pavlovsky decided to get out of prison - which he believes to be his major mistake - and pleaded guilty. He was exiled to the Komi Autonomous Soviet Socialist Republic where he worked as stoker and house-painter for the next three years.
Pavlovsky returned to Moscow in 1985. He joined a youth club that processed letters sent to central newspapers. Some time later, Pavlovsky became one of the five co-founders of the first Moscow-based legal opposition political structure -the Social Initiatives Club (KSI) that was set up in succession of the youth club.
During the same period of time Pavlovsky took part in creating the "XX Century and the World" magazine (editor-in-chief Anatoly Belyayev) and the "Fact" information cooperative (chairman Vladimir Yakovlev). In 1989 Pavlovsky became a co-founder of the PostFactum news agency and editor-in-chief of the "XX century and the World" magazine.
The Pavlovsky-inspired analytical study on a possible scenario of an anti-presidential coup caused quite a stir in Russia in the spring of 1994. Pavlovsky lived under investigation for more than a year.
The Pavlovsky-led Foundation for Effective Policy was set up in 1995. The Foundation provides informational and analytical services for state, public, and commercial structures and carries out comprehensive work in management planning and the holding of election campaigns. It also creates and maintains various informtion resources in the Internet.
