Bodies of State Authority Under the President of the Russian Federation
In accordance with Article 83 of the Constitution, the President of the Russian Federation forms the President's Administration. He also forms the Security Council of the Russian Federation and presides over it. The President appoints and dismisses his plenipotentiary representatives.

In accordance with Articles 80 and 85 of the Constitution of the Russian Federation, in September 2000 the President decreed the establishment of the State Council of the Russian Federation to coordinate the functioning and cooperation of bodies of state authority. The President heads the State Council.
