Federal Assembly of the Russian Federation
The Federal Assembly - the Parliament of the Russian Federation - is a representative and legislative body of the Russian Federation.

The Federal Assembly consists of two chambers - the Federation Council and the State Duma. It operates on a permanent basis.

The Federation Council is formed and State Duma deputies elected in accordance with federal laws. No person is allowed to be a member of the Federation Council and State Duma deputy simultaneously.

The Federation Council and the State Duma meet in separate sessions.

The meetings of both houses of Parliament are open to public view, but Rules of Procedure also contain provisions for closed sessions. The two chambers can hold joint sessions to hear messages from the President of the Russian Federation and the Constitutional Court of the Russian Federation and addresses by leaders of foreign states.

The Federation Council and the State Duma set up committees and commissions and hold parliamentary hearings on matters under their jurisdiction.

Each of the chambers approves rules of procedure and other regulations affecting its work routine.

The Federation Council and the State Duma set up the Audit Chamber to monitor the implementation of the federal budget. The composition and functions of the Audit Chamber are determined by federal legislation.

The immunity of members of the Federation Council and deputies of the State Duma covers their entire tenure.

Either chamber of the Federal Assembly may strip a member of immunity at the request of the Prosecutor General of the Russian Federation.
