The Government of the Russian Federation
Executive authority in the Russian Federation is in the hands of the Government of the Russian Federation.

The Government consists of Chairman of the Government, Deputy Chairmen of the Government and Federal Ministers.

The Chairman of the Government is appointed by the President with the consent of the States Duma.

A candidate for the post of Chairman of the Government of the Russian Federation is suggested within two weeks of a newly elected President taking office or after the dismissal of the Government or within a week of the rejection of a candidate by the State Duma. The State Duma considers the candidate within a week after the candidate is submitted for consideration.

After the State Duma rejects suggested candidates for the post of Chairman of the Government on three occasions the President appoints Chairman of the Government, dissolves the State Duma and calls new elections.

Within a week after his appointment the Chairman of the Government presents the President with proposals on the structure of federal bodies of executive authority and suggests candidates for the posts of Deputy Chairmen of the Government and federal Ministers.

The Chairman of the Government outlines the main directions of the activities of the Government and organizes its work.

The functions of the Government of the Russian Federation

The Government of the Russian Federation:

a) drafts the federal budget, puts it before the State Duma and ensures its implementation; it reports to the State Duma on the execution of the federal budget;

b) ensures a single financial, credit and monetary policy in the Russian Federation;

c) ensures a single state policy in the Russian Federation in the spheres of culture, science, education, public health, social security and ecology;

d) manages federal property;

e) takes measures to safeguard the country's defenses and national security and implement the foreign policy of the Russian Federation;

f) takes measures to ensure legality, the rights and liberties of individuals, protect property and public order and combat crime.

g) performs other functions in accordance with the Constitution, federal laws and presidential decrees.

The functions of the Government are determined by the federal constitutional act On the Government of the Russian Federation endorsed by the State Duma on April 11, 1997, and approved by the Federation Council on May 14, 1997. In pursuance of the Constitution, federal laws and normative decrees issued by the President the Government issues resolutions and ordinances and ensures their implementation. The execution of Government resolutions and ordinances is mandatory in the Russian Federation.

The President has the right to repeal Government resolutions and ordinances if they conflict with the Constitution, federal laws or presidential decrees.

The Government terminates its powers after a newly elected President of the Russian Federation takes office.

The Government has the right to tender its resignation, but the President has the right to either accept or reject it.

The President has the right to dismiss the Government.

The State Duma has the right to table a motion of no confidence in the Government. A no-confidence resolution is passed by a majority of the overall number of State Duma deputies. After a no-confidence vote is passed the President has the right to either dismiss the Government or disagree with the Duma's decision.

Should the State Duma pass another vote of no confidence in the Government within three months, the President either announces the dismissal of the Government or dissolves the Duma.

The Chairman of the Government has the right to ask the State Duma to vote on a motion of confidence in the Government. If the State Duma denies the Government its trust, within seven days the President makes a decision on whether to dismiss the Government or dissolve the State Duma and call new elections.

If the Government is dismissed or tenders its resignation, the President instructs it to continue in office until the formation of a new government.
